PURPOSE: To provide an optical waveguide device wherein a core is not deteriorated and an element for modulating light propagated in the core is hardly peeled, to provide a manufacturing method of the optical waveguide device, and to provide an instrument for optical communication. CONSTITUTION: An optical waveguide 23 provided with a glass substrate 11, a lower clad layer 12 and cores 13b and 13c and an optically transducing part 24 provided with elements(heaters) 19a and 19b for modulating light transmitted through the cores 13b and 13c, electrodes 17e, 17f, 17g, and 17h and wire bond pads 18e, 18f, 18g, and 18h on the front and rear surfaces of a glass plate 15 are bonded to each other by using an upper clad layer 14 to manufacture the optical waveguide device 10. The elements 19a and 19b and the electrodes 17g and 17f are connected to each other through through-holes 16b, respectively.
