PROBLEM TO BE SOLVED: To provide a method for accessing a quiescent mobile vehicle by using a wireless communication system. SOLUTION: A means for determining at least one transmit power parameter of a vehicle communication device is provided. A means for calculating at least one sleep duration value on the transmit power parameter is provided as well as a means for calculating at least one waking duration value based on the transmit power parameter and a means for placing the vehicle communication device into a waking state based on the waking duration value. The vehicle communication device is placed into a quiescent state based on the sleep duration value. A program and systems of using the method are also provided. COPYRIGHT: (C)2004,JPO
