PROBLEM TO BE SOLVED: To efficiently uniformize the likelihood of a signal received by a decoder so as to enhance the error correction capability of the decoder. SOLUTION: A number attaching section 104 respectively attaches a frame number to F-sets of frame data per block and a storage section 105 stores the resulting data. A control section 106 receives an ACK or a NACK transmitted from a receiver 150, manages the frame data in the storage section 105 on the basis of the ACK or NACK, and controls an interleave pattern decision section 107 by correlating the frame number with an interleave pattern. The interleave pattern decision section 107 decides the interleave pattern on the basis of the control by the control section 106. Particularly in the case of re-transmitting the same frame data, the interleave pattern decision section 107 decides the interleave patterns so that the application of the respective interleave patterns to the frame data has the same frequency.
