PROBLEM TO BE SOLVED: To solve the problem that conventionally a retaining wall is constructed around polluted soil to excavate and remove the polluted soil when land polluted in the past is cleaned and restored and thereafter, the excavated space is filled with a cleaning material or sand but large-scaled cut-and-cover construction is required for the purpose of excavation and removal and, when pollutant is deeply present in the ground or at a place where the retaining wall is difficult to construct because of an obstacle or the like, polluted soil is difficult to recover. SOLUTION: A suction hole 5 is provided to a region separated from a high pressure jet nozzle 3 by a predetermined interval and a suction rod allowing the suction hole to communicate with a discharge route equipped with a suction mechanism is inserted in the polluted soil layer of the target ground. Fresh water is ejected under high pressure from the jet nozzle while rotating the rod not only to crush polluted soil but also to bring the polluted soil to a muddy state. Muddy water is sucked from the suction hole by utilizing the pressure generated in the ground by high pressure ejection and discharged to a recovery tank through the discharge route in the rod to be recovered in the tank.
