Bulletin boards are provided for the purpose of discussion and/or information exchange about particular television programs. When a user enters his comments in a bulletin board, he registers, in addition to the comments, reference information for determining a program/scene referred to in the comments. The reference information, which includes the broadcast station and time at which the program/scene was broadcasted, is formatted and transmitted to a use's terminal device. A terminal apparatus can start, based on the reference information, reproduction of the program/scene from the recorded contents, and can support production of information of comments or the like concerning the scenes of the program contents, and also can support transmission/reception of this kind of information.
