<P>PROBLEM TO BE SOLVED: To reduce power consumption in a shift register 11 constituted so that it is used for an image display device in a TFT (thin film transistor) active matrix system of which the driver circuit is integrally formed on a display panel, etc., a start pulse SP with amplitude lower than that of driving voltage and the start pulse is boosted to a start pulse SPO by a level shifter 13 and inputted in a flip-flop F1 of the shift register section 12. <P>SOLUTION: The shift register is provided with an operation control circuit 14 which inactivates the level shifter 13 when the flip-flop F1 at the first stage outputs an output signal S1 and activates the level shifter 13 when a flip-flop Fn at the last stage outputs an output signal Sn.
