<P>PROBLEM TO BE SOLVED: To always realize a target EGR quantity and target EGR rate regardless of a change in opening of an intake throttle valve 7 in controlling the opening of an EGR valve 12 to realize the target EGR quantity and target EGR rate according to the operating condition. <P>SOLUTION: An EGR flow velocity basic value is computed on the basis of the actual EGR quantity and actual EGR rate. The EGR flow velocity basic value is corrected according to the target intake amount set corresponding to the operating condition to obtain an EGR flow velocity.
