<p><P>PROBLEM TO BE SOLVED: To efficiently support determination of strategy even for a long term target. <P>SOLUTION: In a start of strategy for forming a career or the like, based on the target to be achieved, achievement schedule, and an initial value of one or more relevant parameters relevant to achieving the target, a standard temporal transition model for achieving the target within the achievement schedule and an allowable delay range are derived (steps 101-104), an initial short term target is derived (step 105), and they are provided to a strategy determinator. Then, when current values of the relevant parameters and the degree of achievement of the short term target are set, it is determined whether or not the present situation is within the allowable delay range (steps 106 and 107). If the determination is affirmative, a new short term target is derived in consideration of progress in strategy up to the present (step 108).
