PROBLEM TO BE SOLVED: To efficiently record a picked-up image for obtaining a special video effect and to speedily confirm the picked-up image. SOLUTION: An imaging part 21 generates an image signal of an imaging frame rate. A frame addition processing part 30 performs the frame addition of this signal, generates a signal DVj of an output frame rate including the picked-up image at a variable speed rate, and outputs it with an effective signal Tv showing the frame of the image of the variable speed rate in the output frame rate. An imaging control part 60 varies the imaging frame rate and/or switches the adding number of frames based on a set signal PSF to make the variable speed frame rate to be a frame rate based on the set signal. By recording a frame which is made to be the image of the variable speed frame rate with the signal Tv, efficient recording is realized.
