PROBLEM TO BE SOLVED: To provide a cellular communication system provided with improved service of quality (QoS) during a handoff process. SOLUTION: The cellular communication system has a plurality of cells, and each of the plurality of cells includes a corresponding base station. A base station of a cell in which a mobile user is located estimates a future location of the user on the basis of the history of the mobile user's locations. If the future location is located in an area covered by another base station (i.e., target base station), the base station starts QoS negotiations with the target base station. When the mobile user intrudes into the estimated area covered by the target base station, the target base station allocates resources according to a negotiated QoS. COPYRIGHT: (C)2004,JPO
