<p><P>PROBLEM TO BE SOLVED: To surely transmit information on a state change occurring during a network malfunction between a channel unit controller and a monitor controller. <P>SOLUTION: The state change information detected by a state change detecting means of a channel unit controller is stored in a storage means, and transmitted to the monitor controller via the network by a transmitting means, The transmitting means transmits a malfunction reset notification to the monitor controller when the transmission of the state change information fails due to occurrence of the malfunction of the transmitting system and thereafter the malfunction is recovered. When the transmission request of the state change information issued during the malfunction state from the monitor controller is received, the state change information issued during the malfunction is transmitted to the monitor controller.
