PROBLEM TO BE SOLVED: To provide a developing apparatus that obtains sufficient image concentration and can prevent toner scattering near a development nip when carrying out development by a magnetic brush system, and to provide an image forming apparatus. SOLUTION: The length of the magnetic brush, from the surface of a development sleeve 232 to the entry position of the development nip, is set to Lf[mm], and the length in the magnetic brush from the surface of the development sleeve to a position which is closest to a photosensitive body is set to Ln[mm]. The relation 0.3<Ln/Lf<0.7 is satisfied, and the degree of the compression of developer in the development nip is set to be moderate.
