PROBLEM TO BE SOLVED: To promote reduction of SOx of liquid fuel, reduction of compound of carbon and chloride (dioxin) and improvement of combustion efficiency, respectively. SOLUTION: A modification device of liquid fuel has a magnet holding case 3 housing a permanent magnet 7 and a magnet holding case 3' housing a permanent magnet 7'. The magnet holding cases 3 and 3' magnetically absorb each other at each jointing seam 3a and 3a', and sandwich a connection pipe 24 through which liquid fuel flows. A magnetic field crosses the connection pipe 24 at right angles, and the connection pipe 24 has an outside pipe body 24A made of non-ferrous metal and an inside pipe body 24B made of the other non-ferrous metal than that of the outside pipe body 24A. Flow passages 32 and 31 are provided between the inside of the inside pipe body 24B and the wall of the inside pipe body 24B and the outside pipe body 24A, and two kinds of non-ferrous metals are selected as to generate electric potential difference between the outside pipe body 24A and the inside pipe body 24B.
