PROBLEM TO BE SOLVED: To provide an encryption device which stores and utilizes a secret key safely. SOLUTION: An encrypted secret key 45 is stored in a ROM 43, and the encrypted key 45 and a key decryption instruction are written in an encryption/decryption circuit 42. The encryption/decryption circuit 42 encrypts and decrypts data using the secret key formed by responding to the key decryption instruction, and decrypting the encrypted key 45.
