PROBLEM TO BE SOLVED: To provide a door locking and unlocking system for a building capable of preventing the occurrence of risk resulted from door unlocking by wasteful consumption of a battery in a portable machine when the portable machine is carelessly left in a signal propagation area of the locking and unlocking system on the side of a door and by an unintentional touch switch operation. SOLUTION: The locking and unlocking system provided on the building door 10 is equipped with a controller 14 for controlling an electric lock mechanism 24 by processing response coded signals from the portable machine 50 or keyless coded signals. The controller 14 has a means transmitted by forming predetermined call coded signals corresponding to each portable machine and a means stopping the transmission of the corresponding call coded signals when the response coded signals corresponding to the same call coded signals are consecutively received in the predetermined time.
