An organic/inorganic composite material which comprises a copolyorganosiloxane and an organic polymer dispersed therein. The material is obtained by a method comprising: a step in which water and an organic polymer having phenyl groups (provided that at least a given proportion of the phenyl groups each has an -SO3M group bonded thereto; M represents hydrogen, sodium, lithium, potassium, or NH4) are added to a silane compound represented by the formula XnSi(OR)4-n (wherein X represents phenyl, R represents C1-3 alkyl, and n is 1 or 2) in the presence or absence of hydrolysis/polycondensation of a silane compound represented by the formula R'mSi(OR")4-m (wherein R' and R" each is C1-3 alkyl and m is an integer of 0 to 2) to thereby conduct the polycondensation of the hydrolyzed silane compound in the presence of the organic polymer having phenyl groups; and a step in which the sol solution thus obtained is dried to solidify it.
