PROBLEM TO BE SOLVED: To provide an image delivery technique enabling a user to purchase image data of only a published matter such as favorite comic and immediately acquire a one translated to a desired language.

SOLUTION: A delivery device 303 receives working source data obtained by converting the published matter such as comic possessed by a content holder by a scanner or the like. The data is worked to delivery content data by a content working part 307, and stored and managed with a content ID imparted thereto. The delivery content data is formed by converting the lines in the balloon part of the working source content data to character data and composing it with a content data body. As the character data, a one translated to another language is also added. A delivery part 308 delivers the delivery content data of a category or language matched to a user's request to the user from a content DB 309.
