<P>PROBLEM TO BE SOLVED: To provide a stable toner transporting device for a toner transporting system as a toner transporting device which transports a fines-containing toner by using a pneumatic transporting mechanism and realizing both a toner recycling system and high picture quality. <P>SOLUTION: The pneumatic transporting mechanism 71 is provided between a toner bottle 41 and a developing hopper 23 in tubes 72 and 73 and a toner recycle path 60 most closely to the developing hopper 23. Respective coupling positions of a transport path at a joint part 90 are such that the upstream-side tube 72 is above a toner transport pipe 52 and the tube 74 for air circulation is below the toner transport pipe 52.
