PROBLEM TO BE SOLVED: To provide a conditioning agent which imparts excellent softness and slipperiness to a fiber or a hair when it is wet and also after it is dried, in particular, a conditioning agent which is excellent in the slipperiness after drying. SOLUTION: The conditioning agent is composed of a tertiary ether amine indicated by formula (1) or a salt thereof, wherein R<SP>1</SP>is a 6-24C linear or branched alkyl or alkenyl group; and R<SP>2</SP>and R<SP>3</SP>are each independently a 1-6C alkyl group or -(AO)<SB>n</SB>H (wherein A is a 2-4C alkylene group; and n is 1-6 provided that n A's may be the same or different from each other, and the configuration of A is optional).
