TRAFFIC IMPACT ASSESSMENT DEVICE, VEHICLE POSITION GRASPING DEVICE, AND DISPATCH AND OPERATION PLAN FORMING AND EVALUATION DEVICE

PROBLEM TO BE SOLVED: To reduce the impact of a change in traffic state on dispatch and operation plans.

SOLUTION: A traffic impact assessment system 1100 acquires traffic information from a Japan Highway traffic information center 3000 or the like, and compares the acquired present traffic information with the information in a traffic state database to detect the change in traffic state. When the change is detected, the impact of the change in traffic state on an operation plan is evaluated based on the operation plan, and when the effect thereon is evaluated, it is reported to a person in charge of management through a PC terminal 2100. According to an assessment result of traffic state change such as the detection of the change in traffic state or the impact assessment on the operation plan, a vehicle position/work progress grasping system 1300 acquires, from the onboard machine 4000 of a vehicle that is supposed to have the impact, the vehicle position and work progress information, as occasion demands, and reports them to the manager through the PC terminal 2100.
