PROBLEM TO BE SOLVED: To perform communication without lowering each transmission speed among power lines, even when the communication is performed among power lines distributed to a plurality of pathways by a distribution board. SOLUTION: A communication controller 6 controls transmission pathways for data which are transmitted and received among terminal units connected to a plurality of power lines distributed to a plurality of pathways from a basic power line on the basis of destination addresses contained in the data. The controller 6 is provided with separation filters 9 which are arranged on the power lines to interrupt passage of carrier signal components; transceivers 10 which modulate data transmitted from the terminal units 8 into carrier signals and send them out to the branch power lines, demodulate the carrier signals which are transmitted through the power lines, and reproduce the data; and a pathway selecting circuit 11 which specifies the terminal unit being each destination for the data reproduced by the transceivers on the basis of each destination address contained in the data, selects a pathway connected to the terminal unit, and transmits the data.
