PROBLEM TO BE SOLVED: To distribute user data from a mobile station without the intervention of a base station integrating station. SOLUTION: Each base station is provided with an intra-cell link for communicating data with a mobile station existing in a prescribed communicable cell and an inter-base station link for communicating data with an adjacent base station. Even when the each base station receives user data from the adjacent base station, the each base station transmits the user data to a target mobile station when the each base station receives the user data to the mobile station in the cell. However, the each base station uses the inter-base station link to retransmit user data to the adjacent base station when the each base station receives the user data to a mobile station outside the cell.
