PROBLEM TO BE SOLVED: To provide a manufacturing method of the aqueous emulsion which is excellent in the structural viscosity (flowability, high speed coatability), the water resistance of the film and the shelf stability at low temperatures. SOLUTION: The manufacturing method for an aqueous emulsion comprises an emulsion polymerization of an ethylenically unsaturated monomer with adding it at a time or in succession in the presence of a polymerization initiator by using as a dispersing agent the modified poly(vinyl alcohol) which has an ethylene unit content of 2-9 % by mole and the degree of saponification of 95 % by mole or more and also shows a surface tension of 1 weight % aqueous solution at 20°C of 52-61 dyne/cm, the aqueous emulsion indicating 1-1.8 of a ratio (η<SB>2rpm</SB>/η<SB>20rpm</SB>) in the case when a B-type viscosity at 30°C, 20 rpm is adjusted to 5,000-10,000 mPa s and then a B-type viscosity at 30°C, 2 rpm is expressed byη<SB>2rpm</SB>and a B-type viscosity at 30°C, 20 rpm is expressed byη<SB>20rpm</SB>.
