There is provided a second switch (115) used to turn on/off connection between a first circuit portion (111) with a decoupling capacitance (114) on a first switch (113) side. Then, in accordance with on/off of the first switch (113), the second switch (115) is turned on/off. By performing such switch control, when the first and second switches (113 and 115) are turned off and the first circuit portion (111) shifts to the standby mode, the electric charge stored in the decoupling capacitance (114) in the on state of the first and second switches (113 and 115) is held. The electric charge held in the decoupling capacitance (114) contributes to charging of a parasitic capacitance (112) of the first circuit portion (111) when the first and second switches (113 and 115) are again turned on. Therefore, when the first circuit portion (111) shifts from the standby mode to the normal operating mode, the instantaneous voltage drop at a first connection point (131) can be reduced.
