PROBLEM TO BE SOLVED: To obtain a coating agent composition that can furnish a coating film having excellent water resistance, weatherability, and stain resistance, and having film properties that do not change (decrease) in use after a long standing when compared with those immediately after the production of an emulsion. SOLUTION: The emulsion (I) comprising (A) a silyl group-containing unsaturated monomer, (B) an unsaturated monomer other than the silyl group-containing unsaturated monomer (A), (C) a tetraalkoxysilane and/or its partially hydrolyzed condensate and (D) an emulsifier is subjected to polymerization in the presence of a polymerization initiator (E) in an aqueous medium to form the objective coating agent composition.
