PROBLEM TO BE SOLVED: To provide a therapeutic agent having the activity of promoting osteoblast necessary for metabolic osteopathy including osteoporosis. SOLUTION: A nitrogen-containing heterocyclic compound as the therapeutic agent is represented by the formula(1)[ wherein, X<SP>1</SP>and X<SP>2</SP>are each N or CR<SP>5</SP>, at least one of them being N; Y is N or, when X<SP>1</SP>and X<SP>2</SP>are both N, CR<SP>6</SP>; R<SP>1</SP>is NR<SB>a</SB>R<SB>b</SB>, an aryl, cycloalkyl or the like; wherein R<SB>a</SB>and R<SB>b</SB>are each H, CO, a lower alkyl or the like; E is a single bond, 1-3C alkylene, vinylene(-C=C-) or the like; and R<SP>2</SP>is an aryl, heteroaryl or the like ], being i.e. a 3,6-disubstituted 1,2,4-triazolo[4,3-b]pyridazine such as 6-azocan-1-yl-3(6-methoxypyridin-2-yl)-1,2,4-triazolo[4,3-b]pyridazine, or a pharmaceutically acceptable salt thereof.
