<P>PROBLEM TO BE SOLVED: To improve convenience in the use of an electronic check by imparting a function for designating a user of the electronic check and determining usage and the limit of a usable amount in a designated period. <P>SOLUTION: An electronic check settlement system has a terminal of an applicant for issue for transmitting an application for issuing the electronic check and an electronic check issuing device 31 of an issuer for issuing and transmitting the electronic check to the terminal by receiving the application for issue. The application for issue includes an electronic certificate of a designated user. The electronic check can be used by the one or two or more designated users.
