PROBLEM TO BE SOLVED: To easily form a pulley having a shape in which an inner and outer hubs are formed in the same direction to a friction surface by a form-rolling method by which chips are not generated. SOLUTION: This method includes a stage where a primary semiprocessed product P1 of a pulley is manufactured by fixing a plate blank in the center of which a hole is formed to a 1st forming device, forming the inner hub 10 by drawing the upper surface with a pressurizing roller while rotating the plate blank and forming the outer hub 20 by drawing the blank with a 2nd pressurizing roller and a stage where a secondary semiprocessed product P2 of the pulley having a V-profile forming part 70 having a groove on the outer peripheral surface by fixing the semiprocessed product to a 2nd forming device, forming a projecting bead part 50 and a flat bead part 60 by successively pressurizing the edge of the primary semiprocessed product P1 with the pressurizing rollers and furthermore carrying out pressurization with the pressurizing rollers.
