PROBLEM TO BE SOLVED: To provide an encoding apparatus and a decoding apparatus capable of encoding an acoustic signal with high efficiency and decoding an acoustic signal in wide bandwidth with high quality. SOLUTION: The encoding apparatus 200 is provided with a band separation section 201 which separates an input signal 207 into a low-pass signal 208 and a high-pass signal 209, a low-pass encoding section 202 that encodes the low-pass signal 208 and generates a low-pass signal 213, a degree of similarity judgment section 203 which generates degree of similarity information 211 and switching information 210 by judging the degree of similarity between the high-pass signal 209 and the low-pass signal 208, n high-pass encoding sections 205 which encode the high-pass signal 209 in different encoding methods and generate a high-pass sign 212, a switching section 204 which selects one of the high-pass encoding parts 205 based on the switching information 210 and makes the selected high-pass encoding section 205 perform encoding, and a code multiplexing section 206 which generates an output code 214 by multiplexing the low-pass code 213, the high-pass code 212 and the switching information 210.
