PROBLEM TO BE SOLVED: To enhance the commonality in interpretation frameworks among people having different world views, senses of values, interests and the like. SOLUTION: Participants who require consensus building are divided into groups and interviewed (Step 1), interview comments obtained from the participants are classified and analyzed (Step 2), and a view comparing map displaying difference in view among the participants are formed on the basis of the results of the analysis (Step 3), Factors preventing the consensus building are listed on the basis of the interview comments and the view comparing map (Step 4), a conceptual diagram displaying the whole aspects of present problems on which all the participants agree is formed (Step 6) to find a pry for building the consensus of the participants on the basis of the conceptual diagram (Step 7). System elements to be incorporated in the gaming simulation are selected (Step 8) and the system elements are converted into exercise elements used in the gaming simulation (Step 9) to form the gaming simulation including the exercise elements.
