<P>PROBLEM TO BE SOLVED: To reduce a workload and cost. <P>SOLUTION: A system includes a billing data generator 5 generating data for preparing a bill consisting of a character string, an electronic bill generator 6 generating an electronic bill, an electronic signature creator 7 creating an electronic signature data by performing electronic signature processing onto the generated electronic bill, and an electronic bill distributor 9 electronically distributing the electronic bill combined with the electronic signature data.
