PROBLEM TO BE SOLVED: To provide a photosensitive lithographic printing plate which excels in both of plate wear and development latitude and a method for making the lithographic printing plate.

SOLUTION: The photosensitive lithographic printing plate has a photosensitive layer on an aluminum support whose surface is subjected to a surface roughening treatment. The photosensitive layer has a sea-island structure consisting of island structures composed of flat spherical dispersion phases and a sea structure composed of a matrix phase and the water insoluble and alkaline soluble polymeric compounds constituting the respective phases vary from each other.
