PROBLEM TO BE SOLVED: To provide a resource request adjustment device that manages the quality of services for resource requesting devices which uses pre-fixed priority and without using a relation among the resource requesting devices, other than the priority. SOLUTION: In the resource request adjustment device, request mask units 50, 51 mask memory access requests REQ, issued by memory access request units 80, 81 more often than the required minimum frequency, and an adjustment unit 40 approves one of memory access requests PREQ which is not masked by the request mask units 50, 51 according to the pre-fixed priority. As a result, the frequency of approval of the resource requests required by the memory access request units is ensured, without using a relation among memory access requesting units other than the priority and through very simple adjustment using the fixed priority.
