PROBLEM TO BE SOLVED: To provide a surfactant for polymerization with which a nonylphenol-based surfactant can be replaced and which has a good environmental biodegradability, an excellent workability due to its low foaming properties and low fluid point, and a good water-solubility; and a surfactant composition for polymerization containing the same. SOLUTION: The surfactant for polymerization contains an unsaturated alcohol-alkylene oxide adduct having an iodine value of 40-140 and produced from at least one oil and fat material selected from among (a) vegetable oils such as coconut oil, palm kernel oil, palm oil, olive oil, soy bean oil, rapeseed oil, safflower oil, corn oil, cotton seed oil, sunflower oil, rice bran oil, and linseed oil, (b) animal fats and oils such as beef tallow, lard, chicken fat, and fish oils, (c) used frying oils such as of soy bean oil, rapeseed oil, safflower oil, corn oil, sunflower oil, olive oil, palm oil, and rice bran oil, and (d) used frying oils such as of beef tallow and lard.
