PROBLEM TO BE SOLVED: To prevent the aggregation of alumina particles serving as a bonding agent when the pH of a water-soluble phosphor slurry is adjusted to a value in an alkaline region (a pH of above 7 to 10 or lower) in which the degradation of a phosphor and the change in pH with time can be controlled. SOLUTION: The water-soluble phosphor slurry for a fluorescent lamp contains a phosphor powder, a bonding agent and a water-soluble binder, and it is alkalinized. The alumina particles serving as a bonding agent have each a surface treated in such a manner that no isoelectric point is present in the range of pH 7 to 10. The alumina particles, for example, in the form of an alkaline alumina dispersion containing a surface active agent, are added to the water-soluble phosphor slurry so that the dispersion state can be maintained in an alkaline region.
