PROBLEM TO BE SOLVED: To easily create a scenario for testing software and realize a highly reliable test. SOLUTION: The scenario listed with a plurality of states and triggers causing transition between the states is created by a creating part 41 from state transition information 10 acquired by a prototyping tool commonly used in design of software provided with a GUI function. A weighting means 50 carries out weighting of the scenario 60 on the basis of development history information 30 of the software to be subjected to the test and existence/nonexistence of scenario execution. A time calculating part 42 calculates execution time of each scenario. An extracting part 44 extracts the scenarios 60 in order of higher weighting scores acquired by dividing weighting by execution time under a condition that a total sum of the execution time is within a period determined by execution time information 30.
