A reversing valve has a by-pass which incorporates a throttle whose resistance increases progressively as the reverse flow control is moved from its neutral position in which flow to and from the load is blocked. The valve housing has parts 19-22 which are connected to opposite sides of an hydraulic motor, a pump and a reservoir (Fig. 1, not shown), and which are interconnected by circumferential grooves and parts in a stationary member 24 and a rotary member 34 in such a way that rotation of member 34 reverses the flow of fluid to the motor. When member 34 is in its neutral position bores 31, 40 in members 34 and 24 respectively are fully aligned and form a fluid by-pass which closes progressively as fluid is directed to the motor by movement of member 34. Ports 54, 55 co-operate with ports 47, 48 (Fig. 6, not shown) to constitute further throttles, in series with throttle 31, 40, which serve to progressively throttle the bypass as piston 50 moves to the left in response to an increase in the pressure drop across ports 54, 55. In the event of excess pressure occurring in the valve, relief valve 58 opens.</p>
