PROBLEM TO BE SOLVED: To provide smart cards whose security information is prevented from voluntary access by malicious users and whose security function is reinforced.

SOLUTION: This system is constituted as follows: a security program is made activate when program memory address values become specific values, when application programs are executing, and direct access to the security program is prevented, when the application programs are being executed.
