PROBLEM TO BE SOLVED: To provide a life cycle managing service method for issuing a portable information apparatus mounted with a designated application or the like and a download unit capable of consistently supporting the issuance thereafter.

SOLUTION: A portable information apparatus (or the like) managing service system 100 is provided with a user database 120, an issuance history database 130, and an application database 140. An operating system 110 downloads the designated application from the application database 140 on the basis of the user information of the user database 120, it issues the portable information apparatus, it additionally downloads the designated application after the issuance, and it carries out the reissuance and cancellation of the portable information apparatus.
