METHOD FOR ENCODING MOVING IMAGE AND METHOD FOR DECODING MOVING IMAGE

PROBLEM TO BE SOLVED: To provide a method for encoding and a method for decoding the moving image which realizes efficient encoding when predicting interpolation of a plurality of reference pictures and which reduces a processing quantity.

SOLUTION: A moving image encoder is provided with: a motion estimation part 101 which estimates motion by fixing one of two reference pictures to a reference picture shown by an input default reference picture number DefRefNo when predicting interpolation of a plurality of the reference pictures; and a variable length encoding part 107 which performs variable length encoding of remainder encoding data ERes, predicted kind PredType, a reference picture number RefNo2 and motion vectors MV1 and MV2 by each block and variable length encoding of the default reference picture number DefRefNo by each picture and outputs them as moving image encoding data Str.
