PROBLEM TO BE SOLVED: To provide an elementary speech unit generating system which enables a person who is not a skillful expert to produce various elementary speech units. SOLUTION: A speech produced according to character strings notified to a person who utters voice by a notification means 4 is converted into a digital signal by a conversion means 1, separated into digital signal strings of phonemes by a separation means 21a, phonemic symbols are imparted to the digital signal strings by a phonemic symbol imparting means 21b, in the case of phonemes such as vowels having periodicity, one period of them is determined as the elementary unit by an elementary unit regulation means 32, in the case of phonemes such as consonants having no periodicity, the entire of them is determined as the elementary unit, produced by an elementary unit producing means 22 and stored in an elementary unit storage means 31.
