PROBLEM TO BE SOLVED: To realize a fixing device which has neither picture quality irregularity nor image deviation and is small-sized and inexpensive. SOLUTION: A recording medium 8 where an unfixed toner image is formed is mounted with its toner image surface in contact with a heat roller 4 which has a heat-resisting elastic layer on the surface of a metallic mandrel and heated by a heating source 13 while driven by a driving source to rotate; and the elastic layer is made lower than the surface hardness of a peeling roller 2 and allows a fixing belt 1 and peeling roller to be driven while forming a projection nip in such a shape that the recording medium bites into the heating roller where it is pressed against the peeling roller across the recording medium and fixing belt 1.
