PROBLEM TO BE SOLVED: To provide a manufacturing method for a porous glass preform whereby tapered parts formed at the ends of glass microparticle deposits can be decreased without increasing the number of burners. SOLUTION: In the manufacturing method for the porous glass preform, a plurality of burners for synthesizing glass microparticles are arranged so as to face a rotating starting rod; the starting rod and the burners are subjected to relative reciprocating movement; the returning position of the reciprocating movement is shifted in a certain direction; when the returning position reaches a specified position, the returning position is moved in the reverse direction, and such operation is repeated; and glass microparticles are deposited in succession on the surface of the starting rod, provided that the distance of one reciprocating movement is set at smaller than twice the burner distance.
