PROBLEM TO BE SOLVED: To provide a weed-preventing sheet which does not generate a toxic gas when burning and has light blocking effect and flame retardance. SOLUTION: This weed-preventing sheet is a cloth sheet comprising a woven fabric, a knit fabric, or a nonwoven fabric prepared by using drawn yarns made of a thermoplastic resin as warps and wefts, provided that the thermoplastic resin contains, as a flame retardant, a nitrogen-containing compound expressed by formula (1): H(R<SB>1</SB>)N-(CH<SB>2</SB>)<SB>a</SB>-N(R<SB>2</SB>)-(CH<SB>2</SB>)<SB>b</SB>-N(R<SB>2'</SB>)-(CH<SB>2</SB>)<SB>c</SB>-N(R<SB>1</SB>)H, wherein R<SB>1</SB>is a triazine derivative group containing piperidyl groups and expressed by formula (2); R<SB>2</SB>and R<SB>2'</SB>are each R<SB>1</SB>or a hydrogen atom; and a, b and c are each an integer of 2 to 5.
