PROBLEM TO BE SOLVED: To provide a soft hand-off method whose load to a fixed network is reduced. SOLUTION: A cellular mobile communication network whose mobile station receives a down signal from a plurality of base stations and sends an up signal to a plurality of the base stations through a radio channel measures a signal quality of the down signal from a plurality of the base stations to the mobile station. The network has a selection means to select a base station of the down signal showing a desired signal quality, a transmitting means to transmit the up signal showing a base station to be selected for further transmission to the mobile station among a plurality of the base stations, and a processing means to process the up signal showing a base station to be selected among a plurality of the base stations.
