PROBLEM TO BE SOLVED: To provide a private branch exchange for automatically changing the compression rate of voice in response to a delay amount of a network, and a private branch exchange server. SOLUTION: This IP-PBX 101 connectable to the network has a delay observing part 106 for measuring a delay of the network, a storing part 108 storing a priority table with a transmission priority set for each terminal, and a control part 109 for controlling the whole. The control part 109 changes a voice compression rate in accordance with a priority when a delay amount of the network measured by the delay observing part 106 exceeds a prescribed delay amount, and transmits data such as voice data from a terminal with a high priority at a low compression rate and data such as voice data from a terminal with a low priority at a high compression rate.
