PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which is suitable for an electrophotographic process of a DC direct electrostatic charging system having no electrostatic discharging means and to provide an image forming apparatus which has the photoreceptor. SOLUTION: The electrophotographic photoreceptor having a photosensitive layer formed by laminating a charge generating layer and a charge transporting layer in order on a conductive base is provided with an intermediate layer between the conductive base and charge generating layer, the intermediate layer containing metal oxide.
