PROBLEM TO BE SOLVED: To provide a material having properties that when the material is used for a coating material, deterioration of the coating film is prevented and the appearance of the coating film is not degraded without depending on the kinds of binders, that the material has excellent dispersion stability in a coating material, and that the material has photocatalytic functions of decreasing contamination of the coating film itself, of decomposing and removing malodor, harmful substances and environmental pollutants, and of sterilizing against bacteria and algae, which are the essential purpose of the material. SOLUTION: A modified titania sol composition in a liquid state having photocatalytic functions and excellent dispersion stability is obtained by modifying a titania sol with alkoxysilane having an organic group containing fluorine or with a partial hydrolyzed condensed product of the alkoxysilane.
