PURPOSE: A touch panel and a driving device thereof are provided to prevent a double touch phenomenon due to a palm except a pen or a finger when a user uses the touch panel by directly touching a hand to a resistance film touch panel screen. CONSTITUTION: An upper electrode layer(48b) and an upper transparent conductive layer(46b) are formed on an upper substrate(44). A lower electrode layer(48a) and a lower transparent conductive layer(46a) are formed on a lower substrate(42). Spacers(52) formed between the upper and the lower transparent conductive layer make the upper and the lower transparent conductive layer not operated unless the user gives a constant pressure. The first spacers formed in an effective display region except a left and an upper region of a constant width are arranged in the spacing narrower than the second spacers.
