PURPOSE: A system for operating cells in a mobile communication system is provided to install mobile base stations in mass transport means so that the right to control terminals can be turned over through interfacing between mobile base stations and RNCs(Radio Network Controllers). CONSTITUTION: A system for operating cells in a mobile communication system consists of a mobile base station(212), RNCs(221-226), and MSCs(Mobile Switching Centers)(231-233). The mobile base station(212), installed in a transport means(210), is selected as the cell of a user terminal(211). When the transport means(210) moves, the mobile base station(212) turns over the control right of the user terminal(211) by connection reestablishment with the RNCs(221-226). The RNCs(221-226) have the control right of the mobile base station(212). The MSCs(231-233), interfaced with the RNCs(221-226), construct a mobile communication system.
